These GCE Policy Briefs series offers concise, politically grounded analyses of the key transformations needed to realise the human right to education, guided by the GCE Strategic Plan 2023–2027.

Each brief sets out the background, critical challenges and way forward on a priority theme – from digital learning, education financing and equality and inclusion, to leadership, teachers, youth and lifelong learning – providing evidence-based messages and clear advocacy asks for governments, donors and civil society.

Together, they serve as practical tools for national coalitions and partner organisations to influence policy, strengthen accountability and advance free, inclusive, quality public education for all.
