GIZ Partnership: Strengthening Civil Society for Inclusive Public Education

GCE’s work with GIZ strengthens the capacity of civil society to influence education policy, financing and governance so that public education systems become more just, inclusive and accountable. Through this collaboration, GCE supports national coalitions and regional members to engage more effectively in policy dialogue, budget processes and SDG 4 monitoring, and to connect local evidence with global debates on the right to education.

ABOUT THE GIZ PARTNERSHIP

The partnership builds on GCE’s role as a global movement that brings together national coalitions, regional networks, teachers, youth and students to advocate for free, inclusive, quality public education for all. With GIZ’s support, GCE focuses on strengthening civil society’s analytical, advocacy and organisational capacities so that coalitions can better hold governments to account for their education commitments.

WHAT THIS PROGRAMME FOCUSES ON

Strengthening Policy Engagement

The programme helps coalitions participate in sector planning, education reforms and financing debates, including spaces linked to SDG 4 follow-up, Financing for Development and other global and regional policy fora.

Building Evidence for Advocacy

GCE and its members generate and share research on issues such as education financing, privatisation, digital and climate-related transformations, and civic space, to underpin rights-based advocacy at all levels.

Enhancing Movement Capacities

The partnership supports organisational development, knowledge exchange and learning within the GCE movement, including use of the Learning Hub and peer-to-peer support between coalitions.

CONTRIBUTION TO GCE'S STRATEGY

The GIZ program directly contributes to GCE’s strategic goal of reigniting and growing the influence of the global movement for education, and to strengthening its sustainability and accountability. By resourcing advocacy, research and collaboration across regions, it helps GCE members step up their influence on education decisions, diversify their alliances and defend civic space for education activism.
