OUR PROGRAMS › Education Out Loud

Education Out Loud (EOL) is the Global Partnership for Education’s fund for advocacy and social accountability, designed to enhance civil society’s capacity to participate in education sector planning, policy dialogue and monitoring. The fund creates space for national coalitions and other civil society actors to scrutinise education systems, demand transparency and push governments to deliver on their commitments to free, inclusive, quality public education.

Reduced and volatile funding for civil society activism is a major risk for education movements, even as civic space is shrinking and attacks on rights are increasing. By engaging with Education Out Loud, GCE helps secure resources that enable members to organise, build evidence and speak out in key national, regional and global education arenas.

Movement Building, Not Grants Management

Drawing on lessons from its previous role as a grant agent, GCE now prioritises movement building and solidarity, while collaborating with funds like Education Out Loud that directly finance advocacy and social accountability work.​

Supporting Coalitions to Influence Policy

GCE’s global, regional and national members use EOL-supported spaces to engage in sector planning, SDG 4 monitoring and broader education financing and governance debates, connecting grassroots realities with high-level decision-making.​

Promoting Accountability and Transparency

Through research, budget tracking and monitoring of privatisation and public spending, GCE-linked initiatives supported by EOL contribute to holding governments and donors accountable for education commitments.

Education Out Loud contributes to GCE’s strategic goal of reigniting and growing the influence of the global movement for education by resourcing advocacy, campaigning and research across constituencies. It strengthens GCE’s objectives to increase member capacity to influence, diversify and grow the movement, and sustain inter-generational, rights-based action for public education.
