This research report examines how African civil society education groups engaged with the African Union’s Continental Education Strategy for Africa (CESA 2016–2025), and where their participation was sidelined or overlooked. It maps spaces and missed opportunities for civil society involvement at continental, regional, and national levels, and proposes practical measures for the AU, Regional Economic Communities, governments, and funders to ensure more inclusive, democratic governance of public education in Africa.
