GCE Handbook – Building the Technical Capacity of CSOs to Leverage GPE Opportunities at the National & Global Levels

This learning handbook, produced by GCE, provides practical guidance to strengthen the technical capacity of civil society organisations to engage strategically with the Global Partnership for Education (GPE) at national, regional, and global levels. It explains GPE’s 2025 operational model and outlines tools, roles, and mechanisms that National Education Coalitions and other CSOs can use to influence education sector planning, financing, monitoring, and governance through Local Education Groups and partnership compacts, with a strong focus on transparency, accountability, equity, and SDG 4.
