GCE’s Strategic Plan 2023–2027 sets out a roadmap to reignite and grow the influence of the global movement for education, positioning GCE as the leading civil society voice on the right to free, inclusive, quality public education and lifelong learning for all. Grounded in a diagnosis of deepening crises in education – including post‑pandemic setbacks, growing privatization, discrimination, and shrinking civic space – the plan defines three global advocacy and campaign priorities: transforming education, ensuring education in emergencies and protracted crises, and securing just and sustainable education financing. To advance these priorities, GCE reaffirms its foundational commitments to lifelong learning, equality and inclusion, strong public education systems, and valuing and investing in teachers, students, and their unions.
Over 2023–2027, GCE will pursue one overarching goal – to reignite and grow the influence of the global movement for education – through four strategic objectives: stepping up influence through advocacy and campaigning; diversifying and expanding its membership, networks, and reputation; strengthening members’ collective ability to influence; and reinforcing the movement’s sustainability and accountability. Key actions include coordinated global and national campaigns, deeper youth and student engagement, expanded knowledge generation and learning, strategic partnerships beyond the education sector, and a strengthened secretariat to support members, backed by a clear milestone plan and monitoring, evaluation, and learning framework.
